Yukon Launches New Builder-Only Land Lottery to Speed Up Home Construction
The Yukon government is trying a new approach to boost housing by launching a pilot land lottery designed exclusively for residential builders in Whitehorse.
The program, which opened on June 23, gives eligible contractors the opportunity to secure one of seven residential lots in the Whistle Bend neighborhood. The available properties include:
- 5 single-family residential lots
- 2 townhouse or multi-unit development lots
Unlike the traditional land lottery, this pilot allows builders to purchase and own the land under their company name, making the process far more secure.
To qualify, contractors must hold a valid Yukon business license and have completed at least one home within the past two years. Membership in the Yukon Contractors Association is not required, but the association will verify that applicants meet the eligibility rules.
Home builders say this is a major improvement. In previous lotteries, companies couldn't apply directly, forcing builders to rely on individuals to obtain land. That arrangement often created legal and financial risks because the builders weren't the actual owners of the lots they were developing.
Officials believe the new system could make construction more efficient and eventually help lower costs for homebuyers. By working closely with experienced contractors, the government hopes to better understand what builders need to deliver homes faster.
The government will monitor how quickly homes are built and occupied before deciding whether to expand the program.
Builders are already looking ahead. While this pilot limits each contractor to one lot, many say they have the capacity to develop four to six homes in a single building season and hope future lotteries will offer more opportunities.
The Yukon government emphasized that this builder-focused lottery is a separate initiative and will not replace the regular residential land lottery available to individual homebuyers.
The results of the builder-only land lottery are expected to be announced at the end of July.
