Florida Lottery Responds After UF Students Flag Winning Patterns

Student journalists at the University of Florida dug into a long list of Florida Lottery scratch-off winners and noticed something interesting: dozens of winners appeared to have close connections to the very stores where their tickets were purchased. Their findings sparked questions and curiosity about how those wins lined up, and recent UF graduate Kairi Lowery spoke with Here & Now’s Scott Tong about what the group uncovered during their research.

In response, the Florida Lottery emphasized its long-running commitment to fairness, transparency, and public education funding. Officials pointed out that since 1988, the lottery has generated more than $50 billion for education programs across the state, including support for schools, colleges, and scholarship initiatives like Bright Futures. They also stressed that all games are built on strict security standards, with outcomes designed to be random—meaning every ticket has an equal chance of winning based on published odds.

The agency also noted that it does not track individual player behavior, though buying more tickets naturally increases chances over time simply due to higher participation. At the same time, the Florida Lottery says it closely monitors retailer activity through its security division, investigating complaints and potential fraud. When issues are found, actions can range from administrative penalties to arrests, prosecutions, or even terminating retailer contracts.
