North Carolina man wins $2M on lottery scratch-off - twice in three years
Pharris Frank, a 41-year-old construction worker from Advance, North Carolina, recently won $2 million on a $20 lottery scratch-off.
This is the second time in three years that Frank has won a million-dollar prize from the North Carolina State Lottery.
Frank bought his lucky $2,000,000 Diamond Dazzler ticket from Handy House on Arendell Street in Morehead City while working out of town.
"What are the chances of me being down there at that exact moment in time?" Frank said. "It's cool because the first time I won it was two miles from my house and this time I was four and a half hours away."
Despite predicting the win to his friend the day before, Frank was still in shock when he found out. "I didn't know if I was dreaming or not," he said. "I was just in shock for a while."
When Frank went to lottery headquarters to collect his prize, he had a decision to make: receive the prize as an annuity of $100,000 over 20 years or a lump sum of $1.2 million. He chose the lump sum and, after required state and federal tax withholdings, took home $855,006.
Frank used his first big win to pay for his dream wedding. After this win, he plans to take his wife on a nice vacation.
